 WEST RIDGE ROAD PROJECT OVERVIEW

GREECE, NY - The New York State Department of Transportation is undertaking a major highway project to improve the condition and safety of the Route 104 (West Ridge Road) commercial corridor in the town of Greece and Rochester. Other than preventative maintenance treatments, the highway has not been reconstructed since it was built in 1948. In 1974, it was widened and resurfaced between Long Pond Road and 390. In 1978, it was widened to the existing width and resurfaced from North Greece/Elmgrove Road to Lond Pond Road.

The project is being constructed in two phases. The first phase which is widening the roadway between NY 390 and Hanford Landing, is essentially complete. Some landscape work and touch-ups will be tended to in the spring. The bridge over Mt. Read was replaced and the railroad crossing in the city was replaced. Brick paved medians lined with young trees beautifully replace the frantic center turn lane.

Ground was broken on Phase II in September 2004, that will transform Ridge Road between Elmgrove/N. Greece Road and NY 390 into an attractive, efficient corridor that will meet the needs of the many business people, service providers, commuters and neighbors.

The roadway will be fully reconstructed and widened to accommodate three lanes in each direction, dedicated turn lanes and a raised median. The drainage system, water and sanitary sewer main will be replaced. In addition, the bridges that carry Route 104 over NY 390 will be replaced. An interconnected traffic signal system will be installed to improve traffic flow from one end of the corridor to the other. Street lighting, pavement markings and road signs will be upgraded and replaced. The sidewalk system will also be replaced and road space will be reserved for the increasing number of recreational bicyclists.

Widened intersections, with dedicated turn lanes and U-turn lanes and protected signals, will improve traffic flow and reduce delay that is often experienced waiting to make a turn. The raised median will provide added safety by restricting left turns across busy lanes of traffic to access or exit the highway. Such left turn maneuvers have resulted in many collisions in the highway’s recent history.

An extensive traffic control plan will be implemented to ease the drive for the 40,000 motorists during the construction phase. Night work will be performed when possible. The road will be temporarily widened during the construction phase in an effort to maintain two lanes in each direction. Access to all homes and businesses along W. Ridge Road will be maintained throughout the highway project. Special restrictions have been imposed to keep travel lanes open during the holiday seasons and state holidays.

Utility relocation work will be the focus of the project this winter ’04-‘05. All existing utility facilities including electric, gas, telephone and cable lines must be moved before the new road can be built during 2005. Next spring, utility relocation and water line work and pavement excavation will begin. Work will generally progress from the west to the east. Property owners will be able to anticipate the arrival of construction crews. The anticipated completion date is winter 2007. The construction staff appreciates your patience.

All motorists are reminded to drive carefully through the highway work zones. Obey the posted speed limit and remember that fines are doubled for speeding in work zones in New York State. It is a good idea to plan ahead and allow extra time to reach your destination. Merge as soon as possible to avoid traffic congestion when lanes are reduced. Orange signs and barrels will safely direct you through the work areas. Our primary concern is that all workers and travelers arrive home safely every night.
